I do not know where you can get free stamps anymore, however, I am sure the people at stamp-connection.com can accomodate you with a stamp that is inexpensive. They do stamps for Where's George and will make you a stamp in that format with Trackdollar on it. When you order, you will need to request the change. I remember them having a WG starter pack at one time, but not sure if that is being offered anymore.
The people at stamp connection have excellent customer service! If they make a mistake, no matter what it is, they will correct it immediately. If you make a mistake, no matter what it is, they will correct it as well. I buy all my stamps from them. They will even make you a signature stamp of whatever you want.

Allow me also to sing the praises of www.stamp-connection.com. Dealing with them couldn't be easier. Olga has been fantastic to deal with.
When it came time for me to order a TrackDollar stamp, I sent them an email (there is a customer question form on their site) asking about what might be involved. Olga got back to me within 30 minutes and gave step-by-step instructions.
Stamp-Connection charges the same low price for any phrase that will fit on any style of stamp you choose.
When my stamp lost two letters off of it in the first 2 weeks, they sent me a replacement phrase stip at NO cost to me! I just had to pull the old one off, peel the backing off the new one and attach.
I prefer the acrylic hand stamps because they help me line things up while stamping. Plus they are pretty close to the least expensive.
I purchase my stamping pads at the local craft store, but stamp-connection sells those, too.

Ya know, mine did the same thing, only a whole word disappeared (said track this instead of track this bill). They also sent me not only a replacement for that stamp, but the circle was really tight around the seal, especially on larger denominations. They sent me a replacement for the Dave Anderson state stamp as well and they are both much better.
No questions asked by Stamp-connection.
And just to let anyone know that is reading this, the stamps may say Where's George on them on the Stamp-Conncection website, but they will replace it and have it say Trackdollar instead. WG does not own the copyright to those stamps and merely allows stamp connection to make them for WG, with no rights granted (this is per Hank, the webmaster, who has shut down other stamp manufacturers for non-permission), so do not hesitate to ask. Use the custom form to explain what you want and you will receive.
