A "Red Herring Hit" is something unexpected...like you expect it to be somewhere else...in your case, Mexico, NY...well, you see what I am getting at?
Like getting a hit in Cleveland, Tennessee, or Columbus, GA, or Austin, Minnesota.
A Red Herring Hit is so called because it is misleading.

They are somewhat rare, and so when you get one, they are sorta cool and nice.

So, yes, a compliment.
And a statement of envy.
