17 1/2 hours and timestamped appropriately, when re-hit quicker than that the system gives the next hit the same timestamp and I have to look up the time difference between the notification emails

My best guess is that there is some caching issue going on. Sometimes the multi-hit happens immediately, sometimes it's a couple of days later and the second hit arrives with the same date and time.
