Hmm, I was there recently and, nope, it definitely is NOT a state :~) However, getting a hit in that part of town is a bit more difficult.

No, they shouldn't. Nearly 40 years of "self-rule" rife with scandal, corruption, conviction and imprisonment of a sitting mayor. Several current councilmen are under investigation for fraudulent activities. Not exactly a solid foundation on which to build.
I do, however, think that most of DC could be retro-ceded to MD. Of course, MD doesn't want the tiny tax revenue gain that comes with the huge social service burden.

I know it's not a state, and it should stay that way, but the site counts it as a state and therefor I will for this hit.

government aside...the citizens of DC deserve to be a state, represented in Congress by two Senators and a Representative, like all other citizens. as it is now, they have one representative who has no vote in congress, I believe. And that is under-representation of the citizens of DC.
Besides, DC would get probably one more electoral vote...and it is definitely a blue "state" so that would be a good thing.
